Water was not being heated. Replaced open circuit heating element with new one but still not heating up. Measured NTC temperature sensor resistance of 7K ohms at 20 degrees. Please can you tell me if this is faulty.

If the NTC changes it's resistance reading when at different temperatures is OK, you will need to test the rest of the heater circuit with a multimeter.
