My fan assisted element (the round one at the back) doesn't work, its not the element

Can the timer stop power going to one element in the oven, and if so, how can i check to see if its faulty? Or would it be the control panel? Everything look and works ok on the timer and the oven, but that one element wont work, but its not the element, but there is no current at the element when the oven is switched on. its a caple CR 9201,
