I have a new heater element but it is riveted into back of oven. Is it safe to drill out the rivets?

I have Gorneje oven type EVp251-443E model BO87ORWUK. 'ORA ITA'. I can see heater element but it is not screwed into back plate but riveted. They look quite sturdy. Is it safe to drill out or is element to be changed from back of oven? Oven is in situ but can be removed easily. Thanks

    This element is not rivetted but bolted from the other side, you need to remove the oven to gain access through the back panel to the element.
