Other pulsing reasons?

I bought this to stop pulsing. It didn't resolve that issue. I have cleaned the motor head, put new filter in, cleaned out deep inside the cones and reassembled. The motor works fine on normal mode but cuts out on max. This happened with the previous and now new motor. Could this be battery related?
