THE COOLING FAN FOR THIS OVEN STAYS ON UNTILL THE ISOLATOR SWITH IS THROWN. THE FAN COMES ON AGAIN AND RUNS CONTINUOUSLY AS LONG AS THE OVEN IS CONNECTED TO MAINS. PRESUMABLY THERE IS A THERMO SWITCH SOMEWHERE CONTROLLING IT ( OR NOT IN THIS CASE!!)

    It is likely to be the cutout, you will need to test it with a multimeter to determine if it has failed.
