Is this a screw on roller?

It seems that one roller screws on and one roller simply has the axle inserted through it. Problem is our "screw on" roller will not stay on. Either the roller is stripped or the axle is stripped or both. Also, does the axle in this section have groves on one end for screwing on a roller? Our axle has slight groves.
