Does this part control the heater element?

My drier operates normally but does not heat. Timer works. Motor works, drum rotates in both directions. Belt seems fine. I note that there are overheating marks on the pcb below and around the two resistors. There has been a slight resistance for the machine to operate immediately on switching it on and a quiet buzzing from the area of this PCB, but that appears to have cured itself since the heat failed. It now seems that all that is missing is the heat. Should replacing this board address the problem?
