The old cut out was broken and I can't tell which wires to connect up to it is it the earth from the Rings (middle spade clip) and the green wire that is also 'loose' or 'spare' and does it matter to which of the cutout spades they go to?

Hello Malcolm, I don't want to give you the wrong advice here - usually I'd say wire the new one exactly as your old one was wired, but because there seems to be multiple wires whose function I'm unsure of, I'd recommend talking to an electrician.
