I have a BELLING Belling 444445548 cooker, None, repeat none of the hot plates cycle as though through an engergy regulator they are ALL either on or off. My question is, Is there one regulator that governs them all?.

No they are all individuals but must have a low current neutral to heat their own bimetal element to regulate so look for a 'missing' neutral connection to them.
