We believe inside the device is usually a PTC and NTC next to each other. When cold one is low resistance and the other is high and this reverses as the device heats up to provide a start current on switch on.

This problem is due to a seized compressor in 95% of the fridges or freezers that have shown this symptom to me. To resolve this the compressor requires replacing and the system regassed. This is an expensive repair and outside the capabilities of anyone without a refrigeration charging station to regas the system. for the best price you may get a 'fixed price repair' from a repair company.
