Hi My oven cooling fan runs continually. I have traced the issue back to the thermal cut out connected to this resistor. The resistor gets hot even when the oven is not in use. If I let it cool the fan stays off until hot again. Is the fault with the resistor or the cut out?

It is most likely to be the element but it could also be the grill element if that is in the same cavity.
How do I test which I need to replace

This is a resistor that should read 6k9 or 6900 ohms resistance. Single heating elements measure around 30 ohms and dual elements will measure under 60 ohms typically.
