Is prevention of radio interference the only function of this. Can I use cleaner without it until I get the part.

If it goes open circuit it would not be noticed in the operation of the appliance other than the radiated interference from the motor would be significantly higher and would be likely to cause problems to radio television and even mobile phone reception in the nearby area.
